How to cover the exhaust fan outside?

My kitchen (hood) is connected to a ventilator jack on the wall outside the house. The output is quite large (7 inches x 7 inches) and open all the time. How can I cover the outlet to maintain the cool (or warm) air inside the house when the fan is on standby, while continuing to allow it to open when the fan work? Is there something I can install so that the output is only open when the fan is running?

What you want is standard equipment. There is an outdoor design with a shock of gravity (hinge plate), which opens under the pressure of fan motor but it also remains closed. See the "local Home Despot."
